SRES Played Major Role in the City of Atlanta's Combined Sewer Overflow Tunnel Consent Decree
Atlanta, GA - The City of Atlanta has completed its Combined Sewer Overflow Consent Decree program, which was first negotiated in 1998 in order to satisfy a lawsuit filed by the Upper Chattahoochee Riverkeeper, the U.S. government and the State of Georgia, over pollution of the Chattahoochee and South rivers. The program included several projects, of which Smith Real Estate Services, Inc. (SRES) provided a majority of the City’s Right-of-Way Acquisition Services.
The City’s Combined Sewer Overflow Tunnel is 8.6-miles long and consists of two facilities, the West Area CSO storage tunnel and the East Area CSO underground linear storage facility. The tunnels are designed to capture and store combined sewer overflows, where the overflows are stored in large underground excavated tunnels. The North Avenue leg runs from the RM Clayton Treatment Plant to the North Avenue CSO facility and is 4.3-miles long; The Clear Creek leg runs from the Rockdale construction site to the Clear Creek CSO facility and is 4-miles long; Two connecting tunnels, an overflow tunnel and the pump station tunnel adds another .3-miles to the total tunnel length. The tunnel’s total diameter is 24-feet, which includes 179,000 cubic yards of concrete lining.
This tunnel will allow 85-million gallons per-day to be pumped. The total construction costs totaled out to be $257 million, which included $190 million for the tunnel, $20 million for the pump station, and $47 million for the treatment facility.
