The firm’s capabilities include, expert real estate advice regarding property development, construction, management, and disposition. Relevant project experience includes, the Lakewood Transit Oriented Development, Atlanta Public School Central Office Building, Lindbergh Transit Oriented Development, Nancy Creek-COA Capitol Improvement Program, Hartsfield International Airport Noise Mitigation, and Land Acquisition Program, Atlanta Teachers Federal Credit Union, Washington Summit, and Kings Manor Redevelopment rehabilitation projects to name a few.
Certification
Smith Real Estate Services, Inc. is a “C” Corporation, and is certified as a small and disadvantaged business (SDB) by the U.S. Small Business Administration, and by the City of Atlanta, and MARTA as a 100% minority and female owned firm.
Smith Construction Services
Construction Management Services (CMS) Division
In the area of construction, Smith Real Estate Services provides owner-focused or agency construction management services. The term owner focused means that Smith Real Estate Services operates as a contractual agent with fiduciary responsibility to the owner. In 1999, the firm established Smith Construction Services as the CMS division of SRES to address a growing need in the market for quality agency construction management services to primarily public sector customers. This need was affirmed and underscored through concerns repeatedly expressed by SRES clients. These concerns included:
- Projects commonly surpassed approved budgets, and fell behind schedule
- Expectations for construction quality, and design services were not met
- Owners had limited participation
- Contracting inflexibility
- Contract Disputes
- Fair construction value was not being produced
The CMS Division mitigates these concerns through:
- Checks and balances to the decision-making process during the course of the project
- Positive continuity between the project design and the construction phases of the project
- Reduced opportunity for conflicts of interests to surface between project participants
- Enhanced level of owner awareness and optional owner participation in the project-delivery process
This service mythology and the activities completed during the project-delivery process, produce the following occurrence of events:
- Bid costs are within approved budget
- Owner occupancy occurs on schedule
- Due Diligence reveals expected quality
- Fewer contractors claims against owner

Lindbergh Transit Oriented Development (TOD)
January 2001-July 2003
- Transit focused, mixed-use development project constructed on 51.29 acres surrounding the Lindbergh Center Rail Station
- The development program for the project consists of 1,200,000 SF of office space, 285,000 SF of retail space, approximately 156 apartment units, 288 condominium units, and a 120-room hotel
- Budget: $103 million

Role on Team: Partner in Charge
Pamela J. Smith is the President and CEO of Smith Construction Services, a subsidiary firm of Smith Real Estate Services, Inc. SRES is a full service, technical, and real estate consulting firm located in Atlanta, Georgia. Ms. Smith founded the firm in 1984. In 1999, project construction management services was added to the firm’s menu of services. Ms. Smith is responsible for all aspects of the firm’s operations.
Steven Dukes

Role on Team: Senior Construction Management
Steven Dukes has been providing construction management services for the firm since 2005. Mr. Dukes has over 27 years experience in the fields of Engineering, Construction and Construction Management. He has an extensive knowledge of engineering practices, construction methods and techniques, estimating and value engineering. As a construction and project manager, he has been involved in the construction of numerous commercial, industrial, institutional, correctional and residential facilities.
Mr. Dukes worked as a Construction Manager for a local firm from 1997-2005, which he overhead all construction administration, specifications and quality control. Prior to joining this firm, Mr. Dukes was President and COO of Project Management Consultants, Inc. from 1987-1997. Mr. Dukes has also been employed as a Construction Consultant/Specialist by numerous lending institutions, Attorneys, and the Atlanta Development Authority and private companies as well as individuals.
Rahim Alexander

Role on Team: Senior Construction Manager
Rahim Alexander provides construction management services, project administration, and coordination of field activities on various projects for the construction division of the firm. Mr. Alexander’s construction management experience includes a 350K demolition for the Mercury Air Cargo Building Demolition project, and a $4.1 MM structural repair for the North Cargo Structural Project for Hartsfield-Jackson Atlanta International Airport.
Mr. Alexander ha proven proficiency in field supervision, project coordination, and project management roles. Before joining the firm, Mr. Alexander’s roles included Field Superintendent/Estimator for Turner Construction Corporation in New York City, Project Engineer for Foulger-Pratt Development in Silver Springs, Maryland, and Mechanical Engineer I for McDonough Bolyard Peck, Inc. in Fairfax, Virginia.
